Step 1: Referral for Evaluation The initial referral for special education services can be made by a parent, doctor, school official, public agency worker or judicial officer. A student over eighteen years of age or emancipated can refer him/herself. A referral in writing should be made to the Committee on Special Education (CSE).
The McKinney- Vento Act This act ensures that unhoused students (PreK-12) have equal access to a free appropriate public education as other students.
